Compliance Requirements
Under Dallas City Code Chapter 47A, all transportation-for-hire operators must maintain the following permits, registrations, and standards.
Operator Permit
- Black Limo holds a valid Transportation for Hire Operator Permit issued by the City of Dallas.
- The permit is renewed annually and kept current at all times.
- Permit documentation is available for inspection upon request.
Vehicle Certificate of Registration
- Each vehicle in the Black Limo fleet is individually registered with the City of Dallas.
- Vehicles undergo annual inspections to verify roadworthiness and safety compliance.
- Registration certificates are maintained in each vehicle at all times.
Chauffeur Permit
- All Black Limo chauffeurs hold a valid City of Dallas Chauffeur Permit.
- Chauffeurs pass background checks, driving record reviews, and drug screening prior to hire.
- Permit renewal and continuing compliance are monitored on an ongoing basis.
Insurance Requirements
- Black Limo maintains commercial liability insurance meeting or exceeding Chapter 47A minimums.
- Coverage includes bodily injury, property damage, and uninsured motorist protection.
- Proof of insurance is carried in each vehicle and available upon request.
Passenger Rights & Fare Disclosure
- Passengers have the right to a safe, professional, and non-discriminatory ride.
- Fares are disclosed prior to or at the time of booking.
- Receipts are provided upon request for all completed trips.
- Passengers may request the chauffeur's permit number at any time.
Non-Discrimination & ADA
- Black Limo does not discriminate on the basis of race, color, religion, sex, national origin, disability, or any other protected characteristic.
- We are committed to accommodating passengers with disabilities to the fullest extent practicable.
- Service animals are always permitted in all vehicles.
Filing a Complaint
Passengers who wish to file a complaint regarding a Black Limo trip or chauffeur may contact the City of Dallas Office of Consumer Affairs or the Texas Department of Licensing and Regulation (TDLR).
Zero-Tolerance Drug & Alcohol Policy
Black Limo maintains a strict zero-tolerance policy for drugs and alcohol for all chauffeurs and operational staff. All drivers undergo pre-employment screening, random unannounced testing, and mandatory post-incident testing. Any chauffeur who tests positive is immediately removed from service. Chauffeurs are prohibited from consuming alcohol or any controlled substance within 24 hours of a scheduled shift.
